Downtown Development Authority
The purpose of a Downtown Development Authority (DDA) in Michigan, as outlined in Public Act 57 of 2018, is to foster the revitalization and economic growth of downtown areas.
This Act was designed to prevent urban deterioration and encourage economic growth and development in downtown districts. Key components of the Act include development plans, financing, public-private partnerships, reporting, and transparency.
Located on scenic M-22 on the shores of Lake Michigan, the Frankfort Downtown Development Authority champions a thriving, year-round downtown destination. The Frankfort Downtown Development Authority (DDA) is dedicated to correcting and preventing deterioration in our business district, encouraging historic preservation, and promoting economic growth.
Established by the City Council under the authority of Michigan Public Act 197 of 1975, the DDA serves as a strategic catalyst for public and private partnership.

The DDA meets on the first Tuesday of every month at 9:00 am.
DDA meetings take place in the Haugen Hall meeting space at City Hall - 412 Main Street, Frankfort.

The DDA District/Development Area is described as follows: The entire Main Street Corridor extending from Marquette Circle, adjacent to Lake Michigan Beach easterly to M-22 (Lake Street).
Northern Boundary shall consists of Anchor Place, adjacent to Michigan Avenue easterly to 9th Street and then northerly to M-22, proceeding easterly to the M-22/M-115 intersection then southerly along M-22 (Lake Street) to the southern boundary of the East Shore Marina extending south west to the City of Frankfort southerly boundary within Betsie Bay, hence proceeding westerly to the City of Frankfort property, commonly referred to the Oliver Art Center proceeding north to the Michigan Avenue/Anchor Place intersection, including Harbor Lights Resort.

The Frankfort DDA has determined that a Tax Increment Financing (TIF) Plan, prepared under the authority of Public Act 197 or 1975 is necessary for the achievement of the goals of the Authority and the Downtown Development District.
TIF is a method of funding public investments in an area slated for (re)development by capturing, for a time, all or a portion of the increased tax revenue that may result if the (re)development stimulates private investment.
The concept of TIF is applied only to the downtown district for which a development plan has been prepared by the DDA and adopted by the community’s legislative body.

The Frankfort DDA will capture TIF revenues for a period of 25 years, beginning in fiscal year 2016 (base year) and extending through 2041.
